To support quick change of a travel route of an autonomous traveling type robot when an event occurs or is predicted to occur.SOLUTION: A management server 30 comprises: an information collection section 333 that collects external information; an acquisition section that receives a current position or a travel route of a robot from a control server that controls an autonomously traveling robot; an event occurrence detecting section 334 that detects, on the basis of the external information, the occurrence of an event and an event occurring area where the event occurs; a target robot identification section 335 that identifies a robot located or predicted to be located in the event occurring area on the basis of the current position or the travel route of the robot; a new travel route determination section 336 that determines, on the basis of the acquired external information and map information, a new travel route for each robot located or predicted to be located in the event occurring area; and a new travel route recommendation section 337 that recommends the new travel route to a terminal device.SELECTED DRAWING: Figure 4
