To avoid collision between a rocket and each artificial satellite of a satellite constellation.SOLUTION: When a rocket 130 is scheduled to be launched into space, a ground facility 180 transmits a collision avoidance command for instructing each artificial satellite of a satellite constellation 103 to perform an avoidance action for avoiding a collision with the rocket 130. Each artificial satellite of the satellite constellation 103 receives the collision avoidance command transmitted by the ground facility 180 and takes the avoidance action instructed by the received collision avoidance command.SELECTED DRAWING: Figure 14
