To detect an abnormality and deterioration that have occurred in an infrastructure with high accuracy by using measured values by many vehicles without introducing exclusive devices in the vehicles.SOLUTION: An infrastructure update determination device holds histories of triaxial acceleration values and measurement times of a plurality of vehicles in a section including an infrastructure, calculates predetermined statistics of the triaxial acceleration values of the plurality of vehicles in a first period by referring to the histories, executes infrastructure update determination on the basis of the calculated predetermined statistics and a predetermined threshold, and generates data for outputting a determination result of the infrastructure update determination.SELECTED DRAWING: Figure 3
