To provide a lightning prediction map creation device, a lightning prediction map sharing system, a lightning prediction map creation method, and a lightning prediction map creation program for creating a lightning prediction map that enables intuitive understanding of lightning prediction while keeping data volume low.SOLUTION: A lightning prediction map creation device 15 comprises: an information acquisition unit 51 that acquires lightning prediction information indicating a height of a predicted lightning probability on a map; a data creation unit 52 that creates text data for the lightning prediction map in which the height of predicted lightning probability and a position are associated with each other by using the lightning prediction information; and a transmission unit 53 that transmits the text data to an aircraft.SELECTED DRAWING: Figure 3
