To assist in evacuation to a safer evacuation site in the event of a tsunami.SOLUTION: An evacuation assistance control device 20 comprises: a tsunami information acquisition unit 21 that acquires a predicted tsunami arrival time when tsunami will arrive at a shoreline as tsunami information for each predetermined location; a calculation unit 32 that calculates a predicted evacuee arrival time before an evacuee arrives at an evacuation site from a current position; an image generation unit 33 that generates a color-coded image of a map containing at least part of a route from the current position to the evacuation site according to a difference value between the predicted tsunami arrival time acquired by the tsunami information acquisition unit 21 and the predicted evacuee arrival time calculated by the calculation unit 32; and a display control unit 34 that performs control to display the image generated by the image generation unit 33 on a display unit.SELECTED DRAWING: Figure 1
