To keep the number of infrared cameras allocated to a target area low without deteriorating the accuracy of determination of whether or not there is a fire occurring in a target area where mobile objects such as vehicles move.SOLUTION: A detection unit detects a mobile object that has stopped in a target area. An adjustment unit changes an imaging area of an infrared camera to the stop location of the mobile object that has been detected to be stopped by the detection unit. A first determination unit processes frame images taken by the infrared camera and determines whether or not a fire is occurring at the stop location.SELECTED DRAWING: Figure 3

    【課題】車両等の移動体が移動する対象エリア内で火災が発生しているかどうかの判定精度を低下させることなく、この対象エリアに割り当てる赤外線カメラの台数を抑制する。【解決手段】検出部が、対象エリア内で停止した移動体を検出する。調整部が、赤外線カメラの撮像エリアを、検出部によって停止したことが検出された移動体の停止位置に変化させる。第1判定部が、赤外線カメラによって撮像されたフレーム画像を処理し、停止位置で火災が発生しているかどうかを判定する。【選択図】図3
