To provide technology allowing efficient navigation from view point of exhaust amount of environmental load substance in vessel and transportation of transportation object.SOLUTION: An information processor 300 includes: an acquirement unit 301 for acquiring target exhaust efficiency for environment load substance which is target value for the exhaust efficiency for the environmental load substance indicating the exhaust amount of the environmental load substance ejected from a vessel per power when a vessel transports transportation object in a navigation; and an information processing unit 302 for executing at least one of creating a navigation plan at least including a route between departure and arrival points for the vessel based on target exhaust efficiency and controlling a propulsion mechanism for having the vessel propelled.SELECTED DRAWING: Figure 13
