To provide a wheel bearing device and a manufacturing method of the wheel bearing device capable of allowing fiber flow to flow along a raceway surface by separating a center of swirl of the fiber flow from a raceway surface formed after a forging process.SOLUTION: In a wheel bearing device including an outer ring 2 provided with double row outer raceway surfaces 2c, 2d on an inner periphery, a center C of swirl of fiber flow F generated in forging is determined on a position deviated from a position of the outer raceway surfaces 2c, 2d to an inner side or an outer side of the outer ring 2.SELECTED DRAWING: Figure 3
