To realize efficient charging with respect to every type of vehicles capable of being located in a parking zone.SOLUTION: There is disclosed a vehicle-charger comprising a flap device comprising a flap plate provided with a power-transmitting part, that is arranged in a parking zone; an information acquisition part for acquiring movement-related information and charging-related information; a determination processing part for determining whether or not it is possible to charge an on-vehicle battery of a vehicle via the power-transmitting part; and a control part for controlling the flap plate and the power-transmitting part. The control part comprises a function of detecting a parking state where the vehicle is parked in a power-suppliable area inside the parking zone; a function of detecting a contact state between the power-transmitting part of the flap plate and a power-receiving part of the vehicle; a function of raising the flap plate so as to detect the contact state; and a function of starting power supply from the power-transmitting part to the on-vehicle battery via the power-receiving part of the vehicle.SELECTED DRAWING: Figure 3
