To provide an ocean windmill access vessel with simple control even when frequently changing direction of movement and having action of maneuvering equipment easily follow an operation by a crew.SOLUTION: A semi-submerged type catamaran vessel includes: a port side flap rudder 15a, a starboard side flap rudder 15b, a port side propeller 13a, and a starboard side propeller 13b provided on stern; a port side bow thruster 21a and a starboard side bow thruster 21b provided on bow; a joy stick indicating proceeding direction of a vessel; and a controller having direction of rotation of the port side propeller and the starboard side propeller be in a direction generating water flow from the bow side to the stern side, and having the port side flap rudder and the starboard side flap rudder revolve outside vessel width direction than the port side propeller and the starboard side propeller in front as well as having a port side flap unit 19a and a starboard side flap unit 19b on rear end to bow side when the instruction for the proceeding direction is backing.SELECTED DRAWING: Figure 2
