To provide a train operation control device, a train operation control method, and a program capable of easily measuring a correct gradient value at an appropriate measuring distance, and capable of improving riding comfortableness.SOLUTION: A train operation control device includes: an acceleration calculation part for calculating gravity acceleration in a train advancing direction on the basis of movement acceleration based on acceleration in the train advancing direction, acceleration in a perpendicular direction of the train, and output of a tachometer generator; a gradient calculation part for calculating a gradient value of a train traveling position on the basis of the gravity acceleration in the train advancing direction and the acceleration in the perpendicular direction of the train; a gradient value correction part for executing correction so that the calculated gradient value falls within a predetermined range, and outputting the gradient value after correction; and a gradient value storage part for storing the gradient value after connection in association with the train traveling position.SELECTED DRAWING: Figure 1
