To maintain high communication stability by preventing frequent re-transmissions while broadband communication is performed when a communication line including a plurality of different types of wireless communication is used.SOLUTION: A packet transmitting device 10 transmits data packets to a packet receiving device 20 using a first communication line and a second communication line whose communication possible area, where communication is possible, is smaller than that of the first communication line. The packet transmitting device includes: a communication status determination unit 102 that determines the communication status of the second communication line; a main/sub-line setting unit 103 that sets either the first communication line or the second communication line as a main communication line and the other as a sub-communication line; a transmission packet generation unit 104 that generates main data packets that are not subjected to band-limiting processing and sub-data packets that are subjected to band-limiting processing; and a transmission instruction unit 105 that gives instructions to transmit the main data packets through the main communication line and the sub-data packets through the sub-communication line.SELECTED DRAWING: Figure 2
