To provide a rubber composition for low fuel consumption tires which can achieve a tire capable of exhibiting high steering stability and good fuel economy, and to provide such a tire.SOLUTION: The rubber composition for low fuel consumption tires according to the present invention is obtained by mixing a rubber matrix, glass particles, and a silane coupling agent in a predetermined ratio under a temperature condition of 130-160°C.SELECTED DRAWING: None
