A standby place information acquisition unit 112 searches for a standby place for a vehicle within a predetermined distance from the meeting place, and acquires information on the position of the standby place and charge information. A transit time estimation unit 116 estimates a forward path transit time from a current place of the vehicle to each standby place, and a return path transit time from each standby place to the meeting place. A remaining amount acquisition unit 114 acquires a remaining amount of fuel or a battery for travel for the vehicle. A standby plan creation unit 117 creates a standby plan in which the charge required for the standby place becomes lowest within a range where an estimated remaining amount at the arrival at the meeting place does not fall below a set value.SELECTED DRAWING: Figure 2
