To provide a traffic signal system and a traffic signal arrangement method capable of quickly arranging traffic signals.SOLUTION: A traffic signal system 100 includes a plurality of drones 300 each capable of holding a traffic signal 400, and a server 200 capable of communicating with the plurality of drones 300. The server 200 includes a position information acquisition unit 202 for acquiring position information of a target point where the traffic signal 400 needs to be arranged. The drone 300 includes: a flight control unit 302 that controls the flight of the drone 300 holding the traffic signal 400 so as to move to the target point and hover at the target point based on the position information; and a lighting control unit 303 that controls the lighting of the traffic signals 400 so that the lighting timings of the traffic signals 400 held by the plurality of drones 300 hovering at the target point are synchronized.SELECTED DRAWING: Figure 1
