To obtain a control system for a transport vehicle capable of effectively utilizing a rest facility on a toll road and alleviating congestion at the facility.SOLUTION: A control system 1 comprises: a congestion information acquisition unit 11 for acquiring congestion information indicating a congestion status of two rest facilities provided respectively in an incoming lane and an outgoing lane corresponding to the same point on a toll road; and a vehicle allocation plan determining unit 13 that determines a vehicle allocation plan including a travel schedule using the acquired congestion information, by which a transport vehicle 7 capable of transporting a user boarding a vehicle parked in a parking facility, one of two rest facilities, is driven from the parking facility to an opposite lane-side facility, the other of the two rest facilities.SELECTED DRAWING: Figure 1
