To provide a standard route generation device for generating a standard route region on the basis of the tracks of ships in the past, and a ship monitoring device that uses the standard route region.SOLUTION: A standard route generation device 1 comprises: a storage unit 10 for storing a map 3 which is divided into a plurality of cells 2 by a grid, a route cell 20 that represents a standard route, and a non-route cell 23 which is not the route cell 20; a border cell identification unit 71 for identifying, from a plurality of route cells 20, at least some of a group of border cells 90 that constitutes a first cell mass 200, which is a mass of route cells 20 that satisfy a predetermined minimum size, and which is adjacent to the non-route cell 23; and a vector data generation unit 72 for generating closed region vector data, as a standard route region, by vertices of the identified border cell 90 and a line linking the vertices with each other.SELECTED DRAWING: Figure 1
