To make it possible to more accurately determine a possibility that a preceding vehicle is not temporarily stopped but stopped during automatic driving without having surrounding monitoring obligation.SOLUTION: A vehicle controlling device comprises: an own vehicle state identification unit 102 that identifies a state of the own vehicle; a preceding vehicle state identification unit 111 that identifies a state of a preceding vehicle with respect to the own vehicle; a following state identification unit 112 that identifies a state of a following vehicle with respect to the own vehicle; and a possibility identification unit 105 that identifies a possibility that the preceding vehicle is not in a temporary stop state in a situation where the own vehicle state identification unit 102 also identifies a state in which the own vehicle is stopped, and the preceding vehicle state identification unit 111 has identified a state in which the preceding vehicle has stopped based on the identification of the state in which the following vehicle has changed lanes in the following state identification unit 112.SELECTED DRAWING: Figure 2
