To improve certainty regarding a determination of looking-aside of an occupant such as a driver in a vehicle.SOLUTION: A looking-aside monitoring apparatus 10 comprises: an imaging device 36 capable of capturing a picked-up image including an occupant of a vehicle 1; and a determination unit 34 for determining looking-aside of the occupant based on the picked-up image. The determination unit 34 determines an area to which the occupant faces in the picked-up image from among a plurality of areas 41-48 dividing a visible range to which the occupant is possible to face, and determines looking-aside of the occupant through determination processing for each determined area.SELECTED DRAWING: Figure 5
