To provide a speed reducer having a film member, which adjusts a deceleration rate of an object that moves in a cosmic space by controlling a posture of the film member.SOLUTION: A speed reducer 1 can adjust a deceleration rate of an object 2 that moves in a cosmic space. The speed reducer 1 comprises a film member 20, a charging device 30 and a control device 11. The film member 20 is attached to the object 2 or constitutes a portion of the object 2, which has a first surface 20a including a plurality of electrically separated regions R. The charging device 30 is electrically connected to the film member 20 to charge the plurality of regions R respectively. The control device 11 controls each voltage applied by the charging device 30 to the plurality of regions R.SELECTED DRAWING: Figure 1
