A passenger confirmation unit 45 transmits a notification to a terminal 70 as a participant contact destination device set in a vehicle allocation reservation, in at least one of the cases where (1) a passenger set in the vehicle allocation reservation gets on the vehicle at a boarding site in the vehicle allocation reservation, (2) no passenger is recognized by the scan data analysis unit 40 during a predetermined standby period from a boarding site arrival goal time set in the vehicle allocation reservation, and (3) a passenger gets out of the vehicle at a destination set in the vehicle allocation reservation.SELECTED DRAWING: Figure 2
