To enable a terminal device mounted on a traveling vehicle to download contents while reducing the degradation in the communication quality.SOLUTION: A terminal device comprises: a speed information acquisition unit which acquires speed information indicating a travel speed of a vehicle; a position information acquisition unit which acquires position information of the terminal device; a determination unit which determines whether or not the terminal device is located in a specific area on the basis of the position information; a content information acquisition unit which receives content information indicating capacities of contents that can be downloaded from a management server; and a download unit which downloads a content from the management server when a relation between the travel speed of the vehicle and the capacity of the content indicated by the content information satisfies a prescribed condition during such a period that the position indicated by the position information is included in the predetermined specific area.SELECTED DRAWING: Figure 2
