To provide a server capable of suppressing rapid increase in downlink traffic from a base station of mobile communication and distributing information through the base station, to a plurality of mobile bodies moving in a target distribution area.SOLUTION: A server determines a distribution area in which a plurality of mobile bodies of an information distribution target is located, determines a mobile body which is subjected to unicast transmission and specifies a transmission destination from the server via a base station of mobile communication to transmit information on the basis of location information of the plurality of mobile bodies located in the distribution area, from the plurality of mobile bodies in the distribution area, and transmits information to the mobile body subjected to unicast transmission via the base station of mobile communication.SELECTED DRAWING: Figure 1
