To determine in real time whether a signal lamp has failed, and upgrade the precision and timeliness in monitoring the failure of the signal lamp.SOLUTION: Condition information on a signal lamp which is fed back from a traffic signal within a continuous time zone is acquired. Data acquired by a monitoring apparatus at an intersection, where the signal lamp is installed, within the continuous time zone is analyzed. A displaying condition of the signal lamp and a traffic flow at the intersection are acquired within the continuous time zone. Whether the signal lamp has failed is determined based on the condition information on the signal lamp, the displaying condition of the signal lamp, and the traffic flow at the intersection.SELECTED DRAWING: Figure 1
