To provide a plan creation device capable of creating a movement plan for movable bodies at a movable body base so as to enable a plurality of movable bodies to depart and arrive at the movable body base at an arrival time and a departure time shown by departure/arrival time information.SOLUTION: A plan creation device 1 includes an information acquisition unit 10, an extraction unit 31, and a movement determination unit 32. The information acquisition unit 10 acquires departure/arrival time information showing an arrival time and a departure time of each of a plurality of movable bodies for a movable body base. The extraction unit 31 extracts, from among the plurality of movable bodies, a movable body with a low priority, which has an arrival time later than an arrival time of an object movable body being one movable body selected from among the plurality of movable bodies and has a departure time later than a departure time of the object movable body on the basis of the departure/arrival time information acquired by the information acquisition unit 10. The movement determination unit 32 determines movement of the object movable body closer to a temporary stay place of an exit side of the movable body base than a temporary stay place for the movable body with a low priority.SELECTED DRAWING: Figure 6

    【課題】発着時間情報で示される到着時間および出発時間で移動体基地への複数の移動体の発着を行わせることができるように、移動体基地における移動体の移動計画を作成することができる計画作成装置を得ること。【解決手段】計画作成装置1は、情報取得部10と、抽出部31と、移動決定部32とを備える。情報取得部10は、移動体基地に対する複数の移動体の各々の到着時間および出発時間を示す発着時間情報を取得する。抽出部31は、複数の移動体の中から選択された1つの移動体である対象移動体の到着時間と比較して到着時間が遅く、且つ対象移動体の出発時間と比較して出発時間が遅い優先順位の低い移動体を、情報取得部10によって取得された発着時間情報に基づいて、複数の移動体の中から抽出する。移動決定部32は、優先順位の低い移動体の留置場所よりも移動体基地の出口側の留置場所への対象移動体の移動を決定する。【選択図】図6
