To forecast traffic conditions on routes highly accurately.SOLUTION: A traffic condition forecasting device according to the embodiment includes: a collection unit that collects traffic volume and at least one of speed and occupancy as traffic information of vehicles at the most upstream point of a route, at each inflow/outflow point, and at each section of the route; a most upstream point forecasting unit that forecasts traffic conditions at the most upstream point using a most upstream point forecasting model; an inflow/outflow forecasting unit that forecasts traffic conditions at the inflow/outflow point using an inflow/outflow point forecasting model; and a route traffic condition forecasting unit that forecasts route traffic conditions using a route traffic condition forecasting model.SELECTED DRAWING: Figure 3
