To provide a residual time in a follow-up control period of time when a signal control parameter set according to a time zone is switched.SOLUTION: A calculation unit calculates a follow-up amount according to a displacement between a state of a lamp signal of a traffic light detected by a detection unit and a proper state of a lamp color signal of a traffic light based on a control pattern to switch this time when a signal controller switches a control pattern of a lamp color signal of a traffic light. A signal information estimation unit estimates the residual time in the follow-up control period of time by using a follow-up control pattern related to the follow-up amount calculated by the calculation unit.SELECTED DRAWING: Figure 5
