To provide a method of controlling an unmanned aerial vehicle, which allows for flying an unmanned aerial vehicle to a destination on a safe route, and to provide a server and an unmanned aerial vehicle.SOLUTION: In an unmanned aerial vehicle control system, a processor of either a first control unit 11 or a second control unit 21 generates a route for flying over roads and waterways with priority on the basis of a current location of an unmanned aerial vehicle 20, a destination, and map information.
