To allow for efficiently estimating the traffic conditions associated with opening of a new event, etc.SOLUTION: An estimation device disclosed herein is configured to acquire the traffic conditions associated with opening of a given event in a first area during a given period, and estimate the traffic conditions associated with opening of an event similar to the event during the given period in a second area on the basis of a cross-sectional traffic volume associated with the event in the first area in order to estimate the traffic conditions, such as road congestion, associated with opening of a new event and the like.SELECTED DRAWING: Figure 1
