To instruct a monitoring device flying in the neighborhood of a stationary orbit to acquire monitoring data of a desired space object, by using position coordinates in an earth fixed coordinate system of space objects or celestial bodies that are recorded in a catalogue.SOLUTION: A monitoring device 810 flies in a stationary orbit. A ground facility 701 transmits a command 711 to the monitoring device 810, and receives monitoring data 712 acquired by the monitoring device 810. The ground facility 701 is equipped with: a catalogue 590 which records orbit information of a plurality of space objects, position information in an inertial coordinate system and luminance information of celestial bodies serving as markers in the aerospace; and means for converting the position information in the inertial coordinate system to position coordinates in the earth fixed coordinate system. The ground facility 701 transmits, to the monitoring device 810, a command 711 for operating the monitoring device 810 by pointing to position coordinates in the earth fixed coordinate system of space objects or celestial bodies that are selected from the catalogue 590.SELECTED DRAWING: Figure 2

    【課題】カタログに記録されている宇宙物体あるいは天体の地球固定座標系の位置座標を使って、静止軌道近傍を飛翔する監視装置に対して所望の宇宙物体の監視データの取得を指示することを目的とする。【解決手段】監視装置810は、静止軌道を飛翔する。地上設備701は、監視装置810へコマンド711を送信し、監視装置810により取得された監視データ712を受信する。地上設備701は、複数の宇宙物体の軌道情報と、宇宙空間において目印となる天体の慣性座標系の位置情報および輝度情報とを記録したカタログ590と、慣性座標系の位置情報を地球固定座標系の位置座標に変換する手段とを具備する。地上設備701は、カタログ590から選択した宇宙物体あるいは天体の地球固定座標系の位置座標を指向して監視装置810を動作させるコマンド711を監視装置810に送信する。【選択図】図2
