To secure the security of a driver or fellow passengers against a threat of a passenger.SOLUTION: A server apparatus includes a communication unit and a control unit for transmitting or receiving information to/from another device by means of the communication unit. When determining that behavior of a passenger detected from a captured image of the inside of a vehicle or voice is a threat on the basis of the type of the behavior, the control unit executes processing to evaluate the passenger so as to limit vehicle allocation to the passenger.SELECTED DRAWING: Figure 6
