To provide a method by which a weight saving of elastic layers is realized.SOLUTION: A floor structure 10 of a railway vehicle includes: a base plate made from metal 50; an elastic layer 60 which is formed on the base plate 50, contains plural cork chips 65 and binders 66 to couple these cork chips 65 and has a percentage of void in a range between 5% and 50%; a filler layer 71 that partially enters voids of the elastic layer 60; and an unevenness adjustment layer 72 formed on the filler layer 71.SELECTED DRAWING: Figure 2
