To quickly provide a reference speed passing through a traffic light to a user, whereby the user can drive according to this speed and a passing efficiency is improved.SOLUTION: A navigation information generation method comprises steps of: acquiring a traffic light to be passed by a user adjacent to a geographical location of the user in a predetermined through band of a navigation route 201; acquiring a time length from a current time in a current instruction signal switching cycle of the traffic signal to be passed to an end time of a passage instruction signal to obtain a remaining time available for passing through 202; predicting whether or not the user can pass the traffic light to be passed at a predetermined threshold speed within the remaining time 203; and determining the threshold speed as a navigation speed if the user can pass to obtain navigation information 204.SELECTED DRAWING: Figure 2
