To provide a vehicle allocation control device, a vehicle allocation control system, and a vehicle allocation control method capable of appropriately setting boarding standby time of an allocated vehicle.SOLUTION: A boarding standby time setting unit 336 determines whether or not arrival of a user's terminal device 2 at a boarding place is delay with respect to arrival of an allocated vehicle 4 at the boarding place, calculates the delay time for a terminal device 2 to arrive late with respect to the allocated vehicle 4 when the arrival of the terminal device 2 at the boarding place is delayed with respect to the arrival of the allocated vehicle 4 at the boarding place, and sets the boarding standby time shorter than the time when the delay time is short when the delay time is long.SELECTED DRAWING: Figure 1
