To predict traffic conditions on roads with high accuracy based on machine learning.SOLUTION: A traffic condition prediction device according to an embodiment includes: a generation unit that generates a learning model for predicting traffic conditions on a section-by-section basis based on historical traffic condition data for each section of a road and a machine learning algorithm that learns how vehicle congestion occurring on the road is propagated upstream; an acquisition unit that acquires current traffic condition data collected by a road information collection terminal for the road; a prediction unit that, when predicting the traffic conditions for each section, predicts the traffic conditions for a first section, which is a predetermined section, based on the learning model, the maximum number of vehicles to be accommodated, and the traffic condition data, and predicts the traffic conditions for a second section, which is adjacent upstream to the first section, based on the prediction results of the traffic situation for the first section, the learning model, the maximum number of vehicles to be accommodated, and the traffic situation data.SELECTED DRAWING: Figure 1
