When the pick-up and drop-off request is acquired, the vehicle dispatch processing unit 42 outputs a vehicle dispatch request to a driver terminal 3, and determines whether or not vehicle dispatch transaction conditions are successful based on condition determination information 50 acquired from the driver terminal 3.
