To support local residents to be able to safely execute the service in which they become a driver to pick up and drop off users by vehicle.SOLUTION: A drive management device 1 includes a request acquisition unit 41 and a vehicle dispatch processing unit 42. The request acquisition unit 41 acquires a pick-up and drop-off request by a resident from a user terminal 2. When the pick-up and drop-off request is acquired, the vehicle dispatch processing unit 42 outputs a vehicle dispatch request to a driver terminal 3, and determines whether or not vehicle dispatch transaction conditions are successful based on condition determination information 50 acquired from the driver terminal 3. The condition determination information 50 includes safety check information 51 indicating execution results of safety check that is input by the driver at the driver terminal 3 after the vehicle dispatch request is output.SELECTED DRAWING: Figure 5
