To provide a technique which suppresses discharging battery power to the discharge side, if an instantaneous interruption occurs in a battery voltage which supplies power to the load side.SOLUTION: When a battery voltage is higher than a cutoff voltage, a cutoff unit 30 connects a battery to the load side, whereas when the battery voltage is the cutoff voltage or lower, cuts off between the battery and the load side. A discharge switch 24 switches on and off discharge from the load side. A discharge determination unit 40 permits the discharge switch to turn on if the battery voltage is not higher than the reference voltage, which is lower than the cutoff voltage, whereas inhibits the discharge switch from turning on if the battery voltage is higher than the reference voltage. When the discharge determination unit permits the discharge switch to turn on, a discharge hold unit 60 permits the discharge switch to turn on during a discharge time. A discharge control unit 70 switches off the discharge switch when at least one of the discharge determination unit and the discharge hold unit inhibits the discharge switch from turning on.SELECTED DRAWING: Figure 1
