To suppress the missing of information acquisition at the reception side, when vehicle information is transmitted to the outside using a communication standard capable of long-range communication with low electric power.SOLUTION: A central GW 20A as an on-vehicle communication device includes: a speed acquisition unit 250 which is loaded on the vehicle to acquire a vehicle speed and which can communicate with the outside of the vehicle through a communication unit conforming to a communication standard enabling longer range communication than a short range radio communication standard with smaller power consumption than a mobile communication standard; a determination unit 254 which determines whether or not the communication unit can perform communication based on the acquired speed; and a communication control unit 256 which, when it is determined that communication by the communication unit is not possible, controls to store vehicle information with time information into a storage 204, whereas when it is determined that the communication is possible, controls the communication unit to transmit the vehicle information having the time information attached thereto stored in the storage 204, to an external device outside the vehicle.SELECTED DRAWING: Figure 3
