To provide a technique relating to an electrical power system that boosts a voltage of a sub-battery and pre-charges a capacitor of a power converter, the technique making it possible to prevent a voltage converter from being overheated by a low-cost circuit.SOLUTION: A RC circuit is constituted by a first switch 51, a resistor 53 and a capacitor 54 connected in series between a sub-battery 5 and the ground. A vehicle controller 40 starts a voltage converter 30 prior to closing a relay 6, pre-charges a first capacitor 25 and during the pre-charge, closes the first switch 51 and, after the completion of the pre-charge, opens the first switch 51. After the first switch 51 is opened, the second capacitor 54 starts natural discharge. The voltage of the second capacitor 54 simulates a temperature of the voltage converter 30. The vehicle controller 40, when the voltage of the second capacitor 54 exceeds a threshold voltage during the pre-charge, interrupts the pre-charge.SELECTED DRAWING: Figure 1
