To reduce a delay time relative to a predicted required time even when traffic environment changes while traveling on a traveling route so as to drop a user who is sharing a vehicle or pick up a user about to share a vehicle.SOLUTION: A first travel route on which a shared vehicle travels and a first required time required until the shared vehicle arrives at a destination on the first travel route are calculated based on desired conditions of a user who joins the shared vehicle. When a delay time relative to the first required time exceeds a predetermined time while the shared vehicle is traveling on the first travel route, a substitute boarding position for replacing a boarding position or a substitute exit position for replacing an exit position are set based on desired conditions of the user who joins the shared vehicle. A second travel route including the substitute boarding position or the substitute exit position and a second required time required for the shared vehicle to arrive at a destination on the second travel route are calculated.
