To ensure emission purification performance while curbing waste of power.SOLUTION: An on-vehicle device is mounted on a vehicle which has an internal combustion engine and an electric motor and travels using at least either the internal combustion engine or the electric motor as a power source. The on-vehicle device has an acquisition section, a calculation section, and a setting section. The acquisition section acquires a situation of the vehicle. The calculation section calculates a probability of start-up of the internal combustion engine on the basis of the situation acquired through the acquisition section. The setting section sets a target temperature of a catalyst installed in an exhaust passage of the internal combustion engine on the basis of the probability of start-up calculated by the calculation section so that the catalyst is preheated to the target temperature.SELECTED DRAWING: Figure 2
