To realize a structure capable of reducing manufacturing costs.SOLUTION: A wheel shaft 15 has a wheel fitting surface portion 45 externally fitted with a fitting hole 39 of a worm wheel 14 at an axial direction intermediate portion of an outer peripheral surface, and has a pair of cylindrical surface-shaped inner ring fitting surface portions 46a and 46b at axial direction both side parts sandwiching the wheel fitting surface portion 45 of the outer peripheral surface. An outer diameter D45 of the wheel fitting surface portion 45 is the same as outer diameters D46a, and D46b of the inner ring fitting surface portions 46a and 46b.SELECTED DRAWING: Figure 3
