To provide a system and device for accurately acquiring a seismic intensity in an area where a vehicle which is to be traveled by automatic driving travels actually, while considering the ground in the area where the vehicle is traveling actually.SOLUTION: An estimation calculation unit 112 uses an emergency earthquake alert 510, ground characteristic information 113 and a mobile position Pk to calculate an estimated seismic intensity Sk which is estimated in a mobile area including the mobile position Pk, and an estimated time T of arrival of an earthquake at the mobile area. An instruction generation unit 121 compares the estimated seismic Sk with reference information and, in accordance with a result of the comparison, generates a movement control instruction Ik instructing movement control of a vehicle 200k. A communication control unit 122 transmits the movement control instruction Ik and an estimated time Tk of arrival to a vehicle control device 230. In accordance with the movement control instruction Ik, a move control unit 232 controls movements of the vehicle 200k before the estimated time Tk of arrival.SELECTED DRAWING: Figure 6
