To provide a road surface information measuring device, a road surface information measuring method, and a program capable of calculating a vehicle speed without associating a distance in a real space with a distance in an image in advance.SOLUTION: In a road surface information measurement system 1, a road surface information measurement device 10 is comprised of: a vehicle detection unit 112 that detects a vehicle traveling on a road surface based on a captured image; a vehicle type determination unit 113 that determines a sort of a vehicle as a vehicle type; a road surface information acquisition unit 114 that acquires information on the road surface corresponding to information on the vehicle type and a length of the vehicle; a movement vector calculation unit 115 that calculates a movement vector of the vehicle based on a plurality of capturing frames; and a vehicle speed calculation unit 116 that calculates a speed of the vehicle based on the movement vector and the information about the road surface.SELECTED DRAWING: Figure 7
