To achieve a heat radiation effect even after a heat storage time is short in using an over-cooling heat storage medium, and suppress heat radiation loss so as to increase a warming effect by the over-cooling heat storage medium.SOLUTION: A heat storage unit 40 has an upstream side heat storage device 41 and downstream side heat storage device 42 accommodating an over-cooling heat storage medium. The upstream side heat storage device 41 and downstream side heat storage device 42 are provided with a flow passage through which a fluid flows. In storing heat in the over-cooling heat storage medium, the flow passage of the upstream side heat storage device 41 and the flow passage of the downstream side heat storage device 42 are brought into a series connection state with series connection piping B2. In a temperature rising mode, the fluid flowing though the flow passage of the upstream side heat storage device 41 is controlled to flow through bypass piping B1.SELECTED DRAWING: Figure 6
