To provide technique allowing for leveling of a network load associated with communication between a vehicle and a server device which uses edge computing to provide a dynamic map.SOLUTION: A MEC server 10 generates heat map information related to the state of use of a communication resource from communication state information obtained by using an RNIS function. On the basis of the generated heat map information, the MEC server 10 determines one or more vehicles that transmit data for updating a dynamic map to the MEC server 10 from among vehicles traveling in the plurality of cells managed by the MEC server 10, and requests the transmission of data.SELECTED DRAWING: Figure 8
