The roadside device measures the number of axles of each vehicle traveling on the toll road. The toll central device includes an axle information acquisition unit, a traveling information acquisition unit, and a toll collection unit. The axle information acquisition unit acquires axle information including the number of axles of each vehicle traveling on the toll road, a measurement position of the number of axles, and a measurement time of the number of axles. The traveling information acquisition unit acquires travel information including a travel position and a travel time of each vehicle traveling on the toll road from an in-vehicle device of each vehicle. The toll collection unit acquires the number of axles from the axle information including the measurement position and the measurement time that match the travel position and travel time of a predetermined vehicle for which a toll of the toll road is determined, and collects the toll for the predetermined vehicle based on the number of axles.SELECTED DRAWING: Figure 1
