To ensure rigidity of a sound absorbing and insulating member while maintaining the sound absorbing and insulating properties of a base material as much as possible.SOLUTION: A first reinforcing member 11 is fixed to one side of a base member 13 facing a sound source, a second reinforcing member 12 is fixed to the other side of the base member 13 opposite to one side, and the base member 13 is a plate member which is bent so as to alternately abut the first reinforcing member 11 and the second reinforcing member 12, and having a plurality of hollow convex portions 15 which protrudes so as to fill a gap between the two reinforcing members. A first space portion 41 in the convex portion 15 closed by the first reinforcing member 11 and a second space portion 42 provided between adjacent convex portions 15 and closed by the second reinforcing member 12 are connected to each other by a communication portion 30 which communicates with the inside and outside of the convex portion 15, and the opening (OP2) on the second space portion 42 side of the communication portion 30 is provided on a side wall portion (22) of the convex portion 15 arranged between the first reinforcing material 11 and the second reinforcing members 12.SELECTED DRAWING: Figure 2
