To derive a traffic volume of a route between a starting point and a destination point based on a flow rate observed at a fixed point.SOLUTION: A traffic flow derivation device includes: a receiving unit for receiving information indicating a traffic volume at each of a plurality of different observation points measured by passive measurement; and a first derivation unit for deriving a first traffic volume that is a traffic volume of a route between a starting point and a destination by a network tomography function that is a method for deriving an internal state of a network from behavior of a packet transmitted and received between observation nodes with part of nodes in the network being the observation node based on each time series data of information indicating a plurality of traffic volumes received by the receiving unit.SELECTED DRAWING: Figure 2
