To provide a vehicle control device, vehicle control method, and program for performing a pickup behavior which is adequate for a user intending to get on a vehicle.SOLUTION: In a vehicle system 1, an automatic operation control device 100 as a vehicle control device comprises: a first control section having a recognition section as a peripheral state recognition section for recognizing a peripheral state of a vehicle; and a second control section including an operation control section for controlling steering and acceleration/deceleration speed of a vehicle based on a peripheral state recognized by the peripheral state recognition section. The operation control section changes priority of a behavior when stopping a vehicle in the neighborhood of a user intending to get on the vehicle based on a type of a user intending to get on the vehicle.SELECTED DRAWING: Figure 1
